September 26th, General Strike: The Basque Country must decide its way

 The bailout of the financial system, greatly responsible for the economic situation that we are living in, has its price set from Europe, the price of brutal cutbacks that they expect the social majority to pay. The Spanish state alleges that it doesn't have the capacity to act, but, just as in the rest of Europe, it plays at preserving and caring for some very specific interests: multinational interests and, mainly, those of the banks, whether they be German or Spanish.

State reform to install an economic dictatorship

We don't find ourselves under any temporary measures, nor before a series of cuts that allow for dealing with a difficult economic phase. Above all we find ourselves with a state reform whose only objective is to install a more savage capitalist model.

After the set of measures and reforms (those already applied and those on the way) that are destroying the public sector: without resources, without capacity and completely residual. A public sector that isn't even a motor as a regulator of the economy and a public sector that doesn't give services or social protection to the population. And they continue promoting measures that for the few will continue to accumulate wealth and speculating at the cost of the social majority: fiscal policy is not an instrument for the redistribution of wealth, but an instrument of pure plunder, an example of which is the brutal rise in the VAT after applying a fiscal amnesty to those who have defrauded with their hands full.

The state has neglected their duties in all of their functions as a mediator and guarantor of rights and has decided to convert itself into a simple instrument in benefit of the very few: providing and diverting public resources to the private sphere and guaranteeing social control.
Regression and centralization of the state
Antidemocratic forms and the coup by decree and basic law, is the form that they have adopted to install in politics a totally centralized and uniform model. The "one size fits all" approach of '78 doesn't work any more and it is necessary to transform it: a single economic model with a single political framework.

To talk about the invasion of alleged rivalries when the Spanish state has decided that it is the moment to settle and close the autonomic model is a play to the crowd without any trajectory.

Continuing to be tied to the policies of the Spanish state is political and economic suicide for the Basque Country. An economic suicide because the measures that are being adopted aren't serving to create jobs or to stimulate the economy; cutting salaries while prices rise and basic services are privatized and benefits are cut while unemployment grows is a synonym for poverty. And a political suicide because the are closing the capacity and the instruments to make our own policies that allow us to get out of this situation. If this framework doesn't serve to make our own policies, then we need another one that does make it possible.

There is an alternative for the Basque Country: subordination or our own way out

What's at stake at this moment is if they are going to impose this road to nowhere. The alternative exists and it is possible if three decisions are taken: don't apply the measures of the Spanish government; annul the cuts established in the budgets of the institutions of the Basque Country; and put on the table a new and integral institutional plan to make policies that allow us to leave the crisis.

A plan defined on four pillars:

ÔÇó    Fiscal justice

ÔÇó    Developing a system of public services

ÔÇó    Creating a public financial system for the Basque Country

ÔÇó    A real plan for the creation of employment and guaranteeing a basic income

The option is clear: or the subordination and the standardization of a state that has opted not to leave the crisis, or the Possibilità y of taking our own leave from the capacity to make policies and take decisions in our own sphere.

LAB demands that popular consultations be convoked in Navarre as well as in the Basque Autonomous Community in this sense. This is the decision that must be adopted and it is up to the societày of the Basque Country to take it and for the political sphere to respect it. We must pass from "apply it because it is obligatory" to "it can't be applied because Basque societày has rejected it."

On September 26th, we are going to fill the streets of the Basque Country with one objective: that all of these measures aren't adopted in our area and that before this state reform it will be our people who have the word and the decision.



ÔÇó    The collective of unemployed people are considered as fraudsters of public resources and not as the holders of rights.

ÔÇó    The sum of unemployment benefits was reduced from the sixth month from 60% to 50% of the regulatory base.

ÔÇó    The benefits for those over 45 and those over 52 passed to those over 55.


ÔÇó    Limits the quantity to pay to the double of the Inter-professional Minimum Salary - SMI, (before it was triple) by the number of days pending pay, with a maximum of 120 days (before the maximum was 150 days).

ÔÇó    Attack on collective negotiation which is abolished by the measures that are decided in Madrid and are applied with priority to what is negotiated in the agreements.
ÔÇó    To the salary freezes are added the suspension of the 2nd extra payment (Christmas) for public employees. The salaries will not be recompensed, except from 2015 on in the form of contributions to pension fund, always and when objectives for deficit reductions are met.
ÔÇó    Reduction in personal days.
ÔÇó    Reduction in trade union rights.
ÔÇó    The comparing of temporary incapacities to the private sector, meaning that salaries won't be paid 100%.
ÔÇó    Worker mobility for public employees.

ÔÇó    A rise in the VAT. The general rate passes from 18% to 21%, the reduced rate from 8% to 10%. Some products pass from the reduced rate to the general rate  (which means from 8% to 21%). Some school material go from the super-reduced rate (4%) to 21%.
ÔÇó    A rise in special taxes.
ÔÇó    A reduction in social contributions by two points until 2014, one point in 2013 and one point in 2014. This measure has been insistently claimed by businessmen, who will see their labour costs reduced in this way.

ÔÇó    The government has reduced by 13% the so-called "minimum level", the money that autonomous communities receive for each dependent person according to the gravity their situation.
ÔÇó    A reduction of 15% in the economic benefits of family caretakers, leaving the autonomous communities free to intensify this reduction.
ÔÇó    Simplification of the levels of recognition for dependency (from six levels it passes to three levels) and it is postponed until 2015 the incorporation of new users of Grade 1 (moderate dependants).
ÔÇó    On August 31st the contributions to Social Security paid to people who take care of a person at home will be suspended.

ÔÇó    Deregulation of commercial hours, amplification of hours and openings on Sundays and holidays.
ÔÇó    Liberalization of train, port and airport services and in some cases privatizations.
ÔÇó    Reduction and privatization of public enterprises.


 26 de septiembre, huelga general Euskal Herria debe decidir su camino

El rescate al sistema financiero, causante en gran medida de la situaci??n econ??mica que estamos viviendo, tiene precio puesto desde Europa, un precio de recortes brutales que pretenden que paguemos la mayor?¡a social. El estado espa ol alega que no tiene capacidad de actuaci??n, pero, al igual que en el conjunto de Europa, juega a preservar y cuidar unos intereses muy concretos: intereses multinacionales y, principalmente de la banca, sea ésta alemana o espa ola.

Reforma de estado para instaurar una dictadura econ??mica

No nos encontramos ante una medidas coyunturales, ni ante una serie de recortes que permitan abordar una dura fase econ??mica. Nos encontramos ante toda una reforma de estado cuyo ??nico objetivo es instaurar el modelo capitalista m?ís salvaje.
Tras esta bater?¡a de medidas y de reformas (las ya aplicadas y las que est?ín en cartera), se est?í destruyendo el sector p??blico: sin recursos, sin capacidad y completamente residual. Un sector p??blico que ni sea motor ni tan siquiera regulador de la econom?¡a y un sector p??blico que no preste ni servicios ni protecci??n social a la poblaci??n.  Y se siguen promoviendo medidas  para que unos pocos sigan acumulando riqueza y especulando a costa de la mayor?¡a social: la pol?¡tica fiscal no es un instrumento para la redistribuci??n de la riqueza, sino un instrumento para el puro saqueo, ejemplo de ello es la brutal subida el IVA tras aplicar una amnist?¡a fiscal a quienes han defraudado a manos llenas.
El estado ha hecho dejaci??n de todas sus funciones de mediador y garante de derechos y ha decidido convertirse en un simple instrumento en beneficio de los intereses de unos pocos: proveer y desviar recursos p??blicos al ?ímbito privado y garantizar el control social.

Involuci??n y centralizaci??n de Estado
La forma antidemocr?ítica, a golpe de decreto y ley b?ísica, es la forma que han adoptado para instaurar en lo pol?¡tico un modelo totalmente centralizado y uniformizado. El "café para todos" del '78 ya no sirve y es necesario transformarlo: un modelo econ??mico ??nico con un marco pol?¡tico ??nico
Hablar de invasi??n de supuestas competencias cuando el estado espa ol ha decidido que es el momento de finiquitar el modelo auton??mico es un brindis al sol sin recorrido alguno.
Seguir atada a las pol?¡ticas que est?í realizando el Estado espa ol es un suicidio pol?¡tico y econ??mico para Euskal Herria. Un suicidio econ??mico porque las medidas que se est?ín adoptando no sirven ni para crear empleo ni para estimular la econom?¡a; recortar salarios mientras suben los precios y los servicios b?ísicos se privatizan y recortar prestaciones mientras crece el desempleo es sin??nimo de pobreza. Y un suicidio pol?¡tico, porque est?ín finiquitando la capacidad y los instrumentos para hacer pol?¡ticas propias que nos permitan salir de esta situaci??n. Si este marco no sirve para hacer pol?¡ticas propias, la ??nica conclusi??n posible es que necesitamos otro que s?¡ lo posiblite.

Hay alternativa para Euskal Herria: o subordinaci??n o salida propia
Lo que est?í en juego en este momento es si se nos va a imponer ese camino a ninguna parte. La alternativa existe y es posible si se toman tres decisiones: no aplicar las medidas del gobierno espa ol; anular los recortes establecidos en los presupuestos de las instituciones de Euskal Herria; y poner sobre la mesa un plan institucional nuevo e integral para hacer pol?¡ticas que nos permitan salir de la crisis.

Un plan definido sobre cuatro pilares:

-    Justicia fiscal
-    Desarrollo del sistema de servicios p??blicos
-    Creaci??n de un sistema financiero p??blico para Euskal Herria
-    Un plan real de creaci??n de empleo y garant?¡a de una renta m?¡nima, apostando por pol?¡ticas de reparto del trabajo y la riqueza

La opci??n es clara: o la subordinaci??n y la uniformizaci??n de un estado que ha optado por la no salida a la crisis, o la posibilidad de dar una salida propia desde la capacidad de hacer pol?¡ticas y tomar decisiones en nuestro ?ímbito.
LAB demanda que se convoquen consultas populares tanto en Nafarroa como en la CAV en este sentido. ?ësa es la decisi??n que hay que adoptar y le corresponde a la sociedad de Euskal Herria tomarla y al ?ímbito pol?¡tico respetarla. Debemos pasar del "aplico porque es obligatorio" a "no puedo aplicar porque la sociedad de Euskal Herria lo ha rechazado".
El 26 de septiembre vamos a llenar las calles de Euskal Herria con un objetivo: que todas esas medidas no sean aplicadas en nuestro ?ímbito y que ante esta reforma de estado sea nuestro pueblo en que tome la palabra y la decisi??n.


- Se considera al colectivo de personas desempleadas como defraudadoras de recursos p??blicos y no como titulares de derechos.
- La cuant?¡a de las prestaciones por desempleo se rebaja a partir del sexto mes del 60% al 50% de la base regulatoria.
- Se suprime el subsidio para mayores de 45 y el de 52 pasa a los mayores de 55

- Limita la cantidad a abonar al doble del SMI (antes era el triple), por el n??mero de d?¡as de salario pendiente de pago, con un m?íximo de 120 d?¡as (antes el m?íximo eran 150 d?¡as)
- Ataque a la negociaci??n colectiva que queda derogada por las medidas que se deciden en Madrid y que se aplicar?ín con caracter prioritario a lo negociado en los acuerdos.
- Se a ade a las congelaciones salariales suspender la 2 paga extra (Navidad) para personas empleadas p??blicas. No se compensar?í en el salario, sino a partir de 2015 en forma de aportaciones a fondo de pensiones, siempre y cuando se cumplan los objetivos de déficit.
´Ç¡    Reducci??n de d?¡as de libre disposici??n.
´Ç¡    Reducci??n de derechos sindicales.
´Ç¡    Equiparar el tratamiento de las incapacidades temporales al sector privado, es decir, no se complementar?í el salario al 100%.
´Ç¡    Movilidad de las y los empleados p??blicos.

´Ç¡    Sube el IVA. El tipo general pasa del 18% al 21% el reducido del 8% al 10%. Algunos productos y servicios pasan del tipo reducido al general (es decir, del 8% al 21%). Algunos materiales escolares pasan del tipo superreducido (4%) al 21%.
-    Subida de los impuestos especiales
-    Rebaja de las cotizaciones sociales de dos puntos hasta 2014: un punto en 2013 y otro en 2014. La medida ha sido reclamada insistentemente por los empresarios, que ver?ín as?¡ reducido el coste laboral.

- El Gobierno ha rebajado en un 13% el llamado ?½nivel m?¡nimo??, el dinero que reciben las comunidades aut??nomas por cada persona dependiente en funci??n de su gravedad.
- Se reduce en un 15% la prestaci??n econ??mica de los y las cuidadoras familiares, dejando libertad a las comunidades aut??nomas para agudizar esta reducci??n
- Se simplifican los grados de reconocimiento de dependencia (de seis niveles pasa a tres grados) y se pospone a 2015 la incorporaci??n de nuevos usuarios de Grado 1, es decir, dependientes moderados
- Se suspender?ín el 31 de agosto las cotizaciones a la Seguridad Social que se pagaba a familiares que cuidaban de una persona dependiente en casa.

- Desregularizaci??n de los horarios comerciales, ampliaci??n de horarios y apertura en domingos y festivos
- Liberalizaci??n de los servicios de transporte ferroviario, portuario y aeroportuario y en algunos casos privatizaci??n.
